Download the tracker file resources along with the data, using TrackedEntityInstanceDownloader.downloadFileResources() or EventDownloader.downloadFileResources(). Downloading them separately, once the data download has already finished, loses the program each tracked entity was downloaded for. The server requires it to resolve the files of attributes assigned to a program, so the SDK has to infer it from the local metadata and might pick the wrong one, or none at all.
